Mrs. Jennifer N. Rios earned an Associate degree in Liberal Arts from Central Texas College and a Bachelor of Arts degree in Political Science at Campbell University in two and a half years.
She obtained her Master of Business Administration in Digital Entrepreneurship from Strayer University. She also earned three High Growth Digital Startup Management, Digital Business Operations, and Technology and Product Management certifications. While attending Strayer University, Mrs. Rios was accepted into the following for outstanding academics; Alpha Chi National Honor Society, Delta Alpha Pi International Honor Society, Golden Key International Honor Society, and the Society for Collegiate Leadership & Achievement (SCLA).
Mrs. Rios is pursuing her Doctorate in Business Administration at Capella University with a specialization in Leadership. Mrs. Rios is a Doctoral candidate for 2023. Mrs. Rios was also invited to the Capella University Chapter of the SALUTE Veterans National Honor Society due to her outstanding GPA. In addition, Mrs. Rios was certified by the Project Management Institute (PMI) as a Project Management Professional (PMP) in 2021.
Mrs. Jennifer N. Rios served for 13 years in the United States Army, obtaining the Staff Sergeant (Airborne) rank. Mrs. Rios supported Operation Iraqi Freedom and Operation Enduring Freedom, assisting the Combined Joint Special Operations Task Force in Afghanistan, Iraq, Bahrain, and Kuwait.While serving in the U.S. military, Mrs. Rios was the Brigade Ammunition Manager and the Range & Land Non-commissioned Officer in Charge (NCOIC) for the 95th Civil Affairs (CA) Brigade (BDE) (Airborne), supporting U.S. Army Special Operations Command in managing and distributing ammunition across five battalions. While serving in Kuwait, Iraq, Afghanistan, and Bahrain, she forecasted, organized, and provided comprehensive logistical support for the Joint Special Operational Command (JSOC) and all U.S. Special Forces (S.F.). Additionally, Mrs. Rios provided technical subject matter expertise to five senior-ranking battalion command personnel on all matters concerning ammunition, policies and procedures, and the effects on the battlefield. While serving, she obtained her certifications in HAZMAT, Ammunition Stock Control, Accounting Specialist, Automated Logistical Specialist, Unit Supply Specialist, Special Operations Support Personnel, M270A1/HIMARS Launcher Course, Javelin Gunnery Trainer Course (GTC), Airborne, and Battle Staff Operations.

Mrs. Rios holds positions on multiple boards of directors, which involve significant responsibilities as well as offer numerous benefits and challenges. Board members play a critical role in governance, strategic planning, leadership support, and stakeholder engagement. The benefits of this role include gaining diverse perspectives, networking opportunities, skill development, and the ability to contribute to society. However, it also demands a considerable time commitment, careful management of conflicts of interest, balancing multiple priorities, and staying updated with industry trends. Therefore, it is an honor to serve on these various organizations and ensure that I add value to each board.
Mrs. Rios serves on the Governor’s Commission on Hispanic Affairs Committee,which addresses various issues affecting the Hispanic community, including economic, workforce, and business development. This requires collaboration across multiple state government agencies. The committee engages individuals and organizations within the Hispanic community to form partnerships with the state government, promoting social, cultural, and business interests. A particular emphasis is placed on community development, aiming to enhance the overall well-being and success of the Hispanic population through these collaborative efforts.
Mrs. Rios serves as the President and Chairwoman of the Hispanic Chamber of Commerce Prince George’s County, a role that I am immensely proud of. Our mission is to Promote the strengthening, competitiveness, and sustainability of Hispanic commercial activity based on ethical principles, human development, and professionalization.In addition, our vision is to be the reference entity for the integral development of the commercial and professional training of the Hispanic community through an ethical, educational, and sustainable model.
Mrs. Rios serves as the Vice President of the Board of Directors for the Marlboro Pointe Homeowners Association. Her role is instrumental in the mission of the Marlboro Pointe Association, which is to build a vibrant, premier community that promotes community esteem, encourages cooperation, promotes harmony, and maintains an attractive environment for our homeowners. Jennifer Rios’s roles in the Marlboro Pointe Association make the audience feel valued and included in the community’s development. We strive to have a community that offers an inspiring standard of living and is desirable in which to live and experience the benefits of family, friends, and community.
Mrs. Rios serves on the Latino Advisory Board for County Executive Angela D. Alsobrooks in Prince George’s County. The mission of the Latino Affairs Liaison within the County Executive’s Office is to act as a dedicated bridge between the office and the Hispanic/Latino community. As a trusted advisor to the County Executive and Chief of Staff, weprovide essential insights on civic, social, and economic issues impacting the Hispanic/Latino community. This advisory role helps shape policies and initiatives that address the community’s unique needs. The Board, comprising twelve subject matter experts, gathers feedback and recommendations to improve county government services for Latino residents. They advocate for the community in areas such as Business and Economic Development, Education, Quality of Life, Health and Human Services, and Youth Development, ensuring the interests, needs, and concerns of Latino residents in Prince George’s County are effectively addressed.
Mrs. Rios serves as an Advisory Council member to the Office of Stakeholder Engagement and Veterans Affairs under County Executive Angela D. Alsobrooks for Prince George’s County. In this role, she assists the County Executive in understanding key issues and formulating policies and strategies related to veterans’ affairs. The County Executive has carefully selected each member of the Advisory Council based on their experiences and expertise, assigning them to focus areas pertinent to specific topics. Mrs. Rios contributes her insights and recommendations, helping to shape policies that address the needs and concerns of veterans in Prince George’s County.
Mrs. Rios is a Board Member of the Hispanic Chamber of Commerce Montgomery County (HCCMC).The HCCMC is a Hispanic Business Foundation of Maryland, Inc. This 501c3 charitable organization is the venue for the Chamber to provide ancillary community outreach and support and highlight the economic development participation of the Latino entrepreneur. As a board member, you are also invited to oversee and participate in the strategic direction and planning of the Foundation.
The HCCMC’s mission is to be the gateway to the economic success of Hispanic-owned small businesses and other minority small businesses with similar objectives. It also highlights the talent and contributions of Hispanic professionals in different industries and governance for an improved quality of life and a healthier, safer community.
Mrs. Rios is a Board Member of the National Small Business Association (NSBA) Leadership Council’s Economic Development (ED) Committee. The National Small Business Association (NSBA) is focused on providing valuable networking between small-business advocates from across the country while ensuring small businesses a seat at the table as Congress and regulators take up key small-business proposals. Ms. Rios joined the NSBA Leadership Council as part of her efforts to tackle the many critical issues facing small businesses, including tax reform, regulatory restraint, healthcare costs, and how access to capital will impact small businesses.
Mrs. Rios, a recognized leader in the small-business community, joins the NSBA Leadership Council alongside other small-business advocates from across the country as they work to promote the interests of small businesses to policymakers in Washington, D.C.
Mrs. Rios serves as the President of the Delta Alpha Pi Honor Society at Capella University’s Zeta Chi Chapter Charter. This dynamic organization celebrates and supports academic achievement, leadership, and advocacy for post-secondary students with disabilities. Delta Alpha Pi is an academic honor society founded to recognize high-achieving students with disabilities attending colleges and universities as undergraduate or graduate students. With over 200 institutions having established chapters, the society acknowledges students’ academic excellence. As President, Mrs. Rios leads efforts to foster an inclusive environment, promoting the recognition and support of students’ educational and leadership accomplishments within the community.
Mrs. Rios serves as a board member for the Annual Maryland Hispanic Business Conference, where she plays a crucial role in planning and organizing the event. The conference, held during Hispanic Heritage Month, is the largest Hispanic business conference in Maryland. It aims to promote and support Hispanic businesses throughout the state. Mrs. Rios’ efforts help ensure the conference provides valuable opportunities for networking, education, and showcasing the achievements of Hispanic entrepreneurs, thereby fostering growth and success within the Hispanic business community.
Mrs. Rios serves as a board member for the Annual La Semana De La Industrial Latina Conference. In this capacity, she plays a key role in planning and organizing the conference, which aims to promote, educate, and support the Agriculture, Construction, and Farming industries in the United States. The conference serves as a platform to bring together industry leaders, professionals, and community members to share knowledge, resources, and strategies that enhance these vital sectors. Mrs. Rios’ efforts contribute to the conference’s success in fostering growth, innovation, and support for these industries within the Hispanic community and beyond.
Mrs. Rios serves as a Maryland Hispanic Business Foundation board member. In this role, she contributes to the foundation’s mission to enhance Hispanic Americans’ economic capacity and social standing in the Maryland, Virginia, and DC area. The foundation aims to increase the visibility of Hispanic successes and accomplishments in business, skilled trades, community initiatives, innovative research, and academic achievement. Through thoughtful programs, the foundation fosters measurable increases in the economic and social capital of the Hispanic community. Mrs. Rios’ involvement helps drive these initiatives, promoting growth and recognition for Hispanic Americans in the region.
Mrs. Rios serves as the Chairman of the Board of Directors for the 2022 Juan Vargas family reunion. Mrs. Rios is a decedent of Juan Vargas, an Aztec Native Indian, a defender of Mexico against Spain in 1810, and a defender of the Battle of the Alamo in 1836 in San Antonio, Texas. Mrs. Rios, Co-Chairman George Medina, and various committee members have located all his children and their descendants for the first time in history. They will reunite in San Antonio, Texas, on November 19, 2022.

Mrs. Rios is the CEO of two Service-Disabled Veteran-Owned Small Businesses that provide high-quality services and solutions to our Federal, State, & Local Government, not-for-profit and Commercial customers. Additionally, Mrs. Rios is the President of a non-profit organization, the Hispanic Chamber of Commerce, Prince George’s County.
